非洲華僑華人是中非人文交流的重要組成部分。本報告共分七章:章在考察非洲華僑華人移民史的基礎上,論證了 “非洲首批華人說”;第二章 分析非洲華僑華人的數量與類別,并預測了該群體的 數量變化趨勢;第三章和第四章闡釋了非洲華僑華人 形象演變及其產生原因,呈現出多面向的華僑華人形 象;第五章和第六章分別對南非和津巴布韋進行案例 分析,展示出當地華人協會和個體鮮活的生活體驗;第七章提出改善非洲華僑華人形象的建議。本報告認為,從中非交往源頭至今,非洲華僑華人是中非交往重要的橋梁,他們積極融入非洲社會,為非洲大陸的建設做出了重要貢獻,但同時在非華僑華人也面臨著融入困境與形象挑戰。在中非合作的新時代,中國政府、媒體、智庫、學術機構、非洲華僑華人協會、非洲華僑華人個體等各方應采取措施積極應對,以改變非洲民眾對中國人形象的刻板成見,更好地傳遞中國國家形象和精神文化,進而提升中國在非洲的文化軟實力和影響力,為促進中非民心相通做出更大貢獻。

  《非洲華僑華人報告(英文版)》:  As is mentioned above, the population of the overseas Chinese in Africa is distributed unevenly. The overwhelming majority of this population, about 90 percent of them are new immigrants, or new overseas Chinese. Of this group, about a quart.er are short-term workers. What follows is an analysis of the potential changes in the major overseas Chinese communities in Africa, which might suggest the changing trend of this population.  Firstly, the earlier overseas Chinese and government-sponsored personnel will show a slow increase m number. Government-sponsored personnel work within specific terms of service, usually on a three-or five-year rotation basis. As a rule, the total number of this group is stable, but with the increased pace of economic development and cultural exchanges, government-sponsored personnel will see a long, slow rise in numbers. Meanwhile, the number of the early overseas Chinese remains stable, in that some of their younger generations emigrate to Western countries leading to a decrease in the natural population growth rate.  Secondly, self-supporting personnel, especially self-employed people, will remain stable, with a slight decrease in number. On the one hand, influenced by global economy, African major economies are currently facing weak growth. It is not only in South Africa and Nigeria, but also in Angola, Ethiopia, Kenya and Tanzania. By far, no internal and external forces driving the economic growth have emerged. On the other hand, institutions of higher education in South Africa, Nigeria and Egypt are attracting an increasing number of Chinese students. Self-funded students have become a notable source of enrolment. With Africa's deepening understanding of China, Chinese culture is growing in popularity, and many Chinese doctors, martial-arts teachers and Chinese language teachers will seize the opportunity to spread Chinese culture and enhancing mutual exchanges. Henceforth, the number of private businesses and personnel will not increase in the short term The number of Chinese students studying in Africa and those disseminating the Chinese culture will remain steady.  Thirdly, the number of short-term workers will decrease while the number of technical and management personnel will gradually increase. In the past few years, there is a rising number of the overseas Chinese, largely due to a sharp increase in the number of contract labourers. ln 2011, China withdrew 35, 860 Chinese nationals from Libya, most of whom were workers. In Rwanda, there were about 900 Chinese residents in 2012, two-thirds of whom were employees of Chinese companies engaged in contract or foreign aid projects; the remaining one-third were self-employed Chinese traders and their family members. The Chinese enterprises included central and local enterprises, with the central ones mainly responsible for foreign-aid projects and the local ones focused on contract projects. Despite the fluctuation in these enterprises' employee numbers, recent years have seen a general increase in their overall number. This was true in other African countries as well. Even so, the situation in 2012 might suggest that a revision is soon to come, for the following reasons. With economic development and market changes, Chinese enterprises were no longer able to recruit cheap labour at home, creating numerous problems related to employee benefits and management. African countries complained about the large proportion of Chinese workers in Chinese businesses, putting a strain on those nations' relationships with China, though the Chinese government has taken measures to address the imbalance. With the improved livelihood of Chinese people at home, many have lost the desire to venture outside for work, especially going abroad. Given this situation, the number of short-term workers will gradually decrease. However, we estimate that technical and management personnel will grow in number as a result of African labourers being relatively short of relevant skills. For instance, the Robert Gabriel Mugabe International Airport and a new parliament building are under construction supported by China Jiangsu International Economic and Technical Cooperation Group and Shanghai Construction Group. There are 100 Chinese workers in the former project, 30% to 40% of whom are managers and the rest are foremen. There are 145 Chinese in the latter project, most of whom are technicians and managers.  ……

  Xiaolei Shen,Assistant research fellow and deputy director of Division of political studies of the China-Africa Institute (Institute of West-Asian and African Studies, Chinese Academy of Social Sciences).His major research areas include African politics, African ethnic groups, and South Africa and Zimbabwe country studies. He has articles published in core journals such as West Asia and Africa, The Journal of International Studies, Journal of World peoples studies, and Quarterly Journal of International Politics. His translation works include The Dragon's Gift: The Real Story of China in Africa.    Wengang Li,Associate Research Fellow and Director of Division of Ethnic and Religious Studies of China-Africa Institute (Institute of West Asian and African Studies) of Chinese Academy of Social Sciences (CASS). He got his PhD from School of International Relations of Peking University in 2007. His main research interests include Nigerian ethnic/religious issues, social and economic developments, African Islam, and China-Nigeria bilateral relations. He has published several articles on Nigeria in China's leading academic Journals and edited a book titled Liberia (2006). Mengying Zhang,a PhD candidate of the Department of West Asian and African Studies at the Graduate School of the Chinese Academy of Social Sciences (CASS). She holds a BA in Economics with Honors at the University of Alberta and an MA in Economics at the University of British Columbia. She previously worked as an academic editor at the Social Sciences in China Press of CASS. Her recent publications include journal and periodical papers, i.e. "Middle Eastern Countries' Involvement in the Horn of Africa""Russia Returns to Africa in Big Strides""Media's Role in the China-African Relations" and the translations of a report China-Africa People-to-People and Cultural Exchanges and Cooperation (English version)(2018). She also coauthored two think tank reports Friendly Cooperation between China and Kenya (2018), and China-Africa Cooperation in the Peace and Security Issue (2018).    Xinfeng Li,the Executive President of the China-Africa Institute and the Director-General of the Institute of West Asian and African Studies, Chinese Academy of Social Sciences. During his tenure, he has also served as the Senior Research Fellow, Professor, Doctoral Supervisor and Dean of the West Asian and African Department of the University of Chinese Academy of Social Sciences, and Chief Editor of the West Asia and Africa Journal and Journal of China-Africa Studies. He won the distinguished national Award and the Distinguished Research Award by the Ministry of Foreign Affairs of China several times. Before joining in the academic life, he was a senior journalist of People's Daily who left his foot prints across the African continent and won two Distinguished National News Report Awards of China He has published over 30 academic journals and scholarly papers and released two books, Following Zheng He's Footprints in Africa (English and Chinese)and Zheng He in Africa.
